The Dane County Diversion Program works to improve community safety by providing targeted treatment interventions for individuals facing non-violent charges linked to substance use. The program’s mission is to increase the likelihood of participants’ successful rehabilitation by supporting individualized recovery and fostering accountability.
- Reduce Recidivism: Lower reoffending rates for participants with substance use disorders through structured interventions.
- Promote Equity: Ensure fair and equitable access to the Diversion Program across all racial and ethnic groups within the criminal justice system.
- Decrease Costs: Lower the costs associated with criminal justice by reducing reliance on incarceration for eligible individuals.
- Mitigate Negative Impacts: Minimize the adverse effects of justice system involvement on participants’ lives by offering supportive alternatives.
The diversion program is a medium-risk program that uses evidence-based practices to ensure that participants receive targeted and clinical interventions for their substance use disorder. If clients are eligible and interested, they will receive Comprehensive Community Services through JusticePoint in addition to wrap around case management.

The Dane County Treatment Court (DCTC) aims to enhance community safety by addressing substance use disorders as a root cause of criminal behavior. By combining accountability with comprehensive treatment, the program supports participants in achieving long-term recovery and reducing recidivism.
Program Goals:
- Reduce Recidivism: Lower rates of reoffending by addressing underlying substance use and associated risks.
- Promote Accountability: Foster personal responsibility through structured oversight and judicial monitoring.
- Recovery: Support participants in achieving and maintaining recovery from substance use disorders through evidence-based treatment.
- Strengthen Community Safety: Mitigate the impact of substance-related offenses through targeted interventions.
- Ensure Equity: Provide fair and equitable access to treatment and support for all eligible participants.
The Dane County Treatment Court aligns with the Ten Key Components of Drug Court Programs as outlined by All Rise formerly known as the National Association of Drug Court Professionals (NADCP). This includes interdisciplinary collaboration, equitable access to services, individualized case planning, and ongoing performance measurement to ensure program efficacy.
General Information
Participants are provided with a range of evidence-based services, including:
- Substance Use Disorder (SUD) Treatment: Individualized treatment based on the American Society of Addiction Medicine (ASAM) criteria, including outpatient, intensive outpatient, residential, and partial hospitalization programs.
- Mental Health Treatment: Services for co-occurring mental health conditions, including therapy, counseling, and psychiatric medication management.
- Case Management: Individualized service plans, participant monitoring, and connection to supportive services such as housing, employment, and education resources.
- Behavioral Interventions: Evidence-based cognitive-behavioral programs such as Moral Reconation Therapy (MRT), Thinking for a Change (T4C), and trauma-informed care practices.
- Comprehensive Community Services (CCS): For eligible participants, the program offers CCS, which provides a wide array of recovery-focused services, including individualized, person-centered care plans; peer support; and wraparound services tailored to meet diverse treatment and recovery needs. For clients that are not eligible, their wrap-around case manager will be trained to offer and find similar services for clients to access.
- Supportive Services: Referrals to recovery housing, transportation assistance, primary healthcare, and employment training.
- Drug and Alcohol Monitoring: Regular, randomized drug testing to ensure accountability and monitor progress toward sobriety.
