JusticePoint provides 24 hours a day, seven days a week screening and assessment in the Ramsey County Adult Detention Facility. JusticePoint staff interview individuals who are in custody pending new charges or warrants to complete the Minnesota Pretrial Risk Assessment Tool (MNPAT), a screening tool for substance use disorder (UNCOPE), the Brief Jail Mental Health Screen, and the Ohio Risk Assessment System (ORAS), Community Supervision Screening Tool. The results of these tools are compiled and shared with Ramsey County District Court, prosecutors, and defense attorneys in preparation for an individual’s arraignment hearing. If individuals are ordered a conditional release from custody, JusticePoint staff review the orders with the individual, set them up with electronic monitoring equipment if required, and connect them with a JusticePoint Conditional Release Case Manager.

Individuals who are released from custody by a Judicial order work with JusticePoint Case Managers to ensure appearances for court and to meet the conditions ordered by the court. Case Managers work with individuals who are ordered to receive chemical use assessments, provide drug testing, complete mental health assessments, comply with electronic monitoring requirements, and attend scheduled meetings with their Case Managers. Case Managers assist clients in remaining in compliance with their court-ordered conditions and connect clients with community resources to help achieve that goal.

JusticePoint Peer Recovery staff work with individuals involved in one of Ramsey County’s four Treatment Courts: DWI Court, Adult Substance Abuse Court, Mental Health Court, and Veterans Court. The Treatment Court team refers individual clients to JusticePoint peers to assist the individual in making connections in the recovery community. Peers can meet one-on-one to discuss struggles in recovery, take individuals to recovery support group meetings, to engage in prosocial activities, and assist with transportation to appointments or treatment. A peer is someone who has been living a life in recovery and/or has been through a Treatment Court program themselves. They have firsthand experience to assist individuals who are new to the programs to make connections or help reconnect individuals who may be struggling.

JusticePoint provides screening, assessment, and case management for Ramsey County’s Diversion program. The program is voluntary for justice-involved people who are facing felony, gross misdemeanor, and misdemeanor charges. Referrals come from the Ramsey County Attorney, the St. Paul City Attorney, and suburban City Attorney Offices. The goals of the program are to provide:
Participants work directly with the diversion team to successfully complete the conditions of their diversion agreement as an alternative to the traditional court process.
The Diversion Case Managers work with individuals to identify goals, complete conditions, pay restitution, and address any criminogenic needs that have been identified through screening and assessment.
Know your court date, time, and location
Physical appearances: Court appearances are arranged in sessions where several cases are scheduled at the same time. A court session typically lasts half a day, morning or afternoon. You should plan to arrive at least 30 minutes early.
Zoom appearances: The court will issue a Notice of Remote Zoom Hearing via mail. You can also contact your case manager and have the link sent to you via email. To participate in remote hearings, you must have access to a device with Internet, a video camera, and speakers. You can participate from your phone or personal computer. If you do not have access to technology, you can contact Court Administration at 651.266.1999 to explore in-person hearing options or they can help connect you with community resources that can provide you with the technology necessary to participate in a remote hearing.

Bail/Bond: Bail is cash you post as a guarantee of your future appearances. Bond is a guarantee of your appearance offered by a bonding company. The bond is purchased by you or on your behalf from a bonding company and is not refunded or applied to any money owed. Posting bail/bond allows an individual to remain out-of-custody until their court date.
Bail/bond can be paid at the Adult Detention Center.
Bail is accepted at the Adult Detention Center 24-hour lobby window.
Only cash for the exact amount of the bail is accepted.
Credit cards, checks, or money orders are not accepted.

Turn yourself in at the Law Enforcement Center – go to the jail entrance before 4:00 a.m. Sunday through Thursday if you wish to be heard on the next available court calendar. You’ll be taken into custody, booked, and fingerprinted. For more information, visit Turning Yourself In.
