The Universal Screening program provides pretrial risk screening 24/7/365 utilizing the Public Safety Assessment (PSA) and the Milwaukee County Pretrial Services Decision-Making Framework (DMF) for all individuals booked into the Milwaukee County Jail who are subject to bail. Pretrial risk reports are generated for criminal justice system stakeholders to aid in making bail decisions, including determining release conditions. The risk screening process also identifies individuals who may be eligible for pre-charge Diversion, Deferred Prosecution, or Drug Treatment Court. Following initial legal proceedings, the Release Preparation team completes all necessary paperwork to process the release of individuals ordered by the court to pretrial supervision.

The Pretrial Supervision program provides community monitoring and court reminders for adults ordered by the court. Eligibility for this program is determined by the screening process. The Court Reminder Program provides voice call reminders to individuals ordered to Level 1 and Level 2 pretrial supervision. Reminder calls of upcoming court dates are made the week before and the day prior to all court hearings.

Pretrial GPS Monitoring provides electronic monitoring for individuals ordered to pretrial supervision with a court-ordered condition of GPS monitoring. Eligibility for this program is determined by the screening process. Individuals ordered to GPS supervision have specified restrictions and must have permission granted by the court to travel from their residence. The GPS Monitoring program monitors adherence to alerts on a 24/7/365 schedule.

RIDIP provides pretrial supervision and case management services
to adults charged with their second or subsequent Operating While Intoxicated (OWI) offense. Eligibility for this program is determined by the screening process. Conditions are ordered by the court that relate to OWI behavior such as a Driver Safety Plan or Victim Impact Panel.

The Drug Treatment Court program provides case management, monitoring, and programming to individuals who are assessed as moderate- or high-risk and high need as it relates to their substance use. This determination is made using a risk and needs assessment. The program can range from 12 to 18 months based on participant progress and completion of conditions designed to reduce recidivism and establish new patterns of behavior. Individuals who successfully complete the Treatment Court program receive the benefit of having their charges reduced or dismissed.

The Diversion program is to divert low- and some moderate-risk individuals away from traditional prosecution prior to their charges being filed with the court. Low-risk individuals receive minimal case management designed to keep them from interacting with the criminal justice system, be held accountable, and make any victims of their actions whole through restitution. Moderate-risk individuals receive an increase in case management and have some behavior change strategies added to their conditions in addition to any conditions used with low-risk individuals. Individuals who complete this program receive the benefit of never having their case filed and dropped outright by the District Attorney’s Office.
The Deferred Prosecution program is for individuals who are moderate- to moderate-high risk and who have had charges filed with the court. Individuals receive case management, monitoring, and programming. Utilizing the results of the risk and needs assessment, staff and clients craft a case plan and agreement conditions. Agreements range from six to nine months or more with an extension. Individuals who successfully complete this program receive the benefit of having their case reduced or dismissed.

This program provides cognitive behavioral programming to participants involved in Drug Treatment Court and Deferred Prosecution. Eligibility for this program is limited to individuals who are found to be moderate- or higher risk on a risk and needs assessment or significantly non-compliant in either of the program. This unit provides one-on-one support to clients as well as Thinking for a Change for a group setting.

This program utilizes evidence-based programming in a one-on-one or group setting for individuals involved in the Drug Treatment Court. The goal of this program is to serve individuals ready to address the effects of past trauma and to improve the court’s responsiveness to those needs.
The Supervised Release Program is part of Wisconsin’s sexually violent person law (Wis. Stat. ch. 980). Since 1994, the state has had the ability to ask a court to order a convicted sex offender into inpatient treatment managed by the Department of Health Services. This request comes as the client is completing their prison term and is on the verge of being released to the community. The client is committed if they have been convicted of certain crimes and have a mental disorder that makes them more likely than not to engage in acts of sexual violence.
Committed individuals become patients at Sand Ridge Secure Treatment Center in Mauston. The number of people housed at Sand Ridge Secure Treatment Center is a small fraction of the population of convicted sex offenders in the state.
People committed to treatment at Sand Ridge Secure Treatment Center have the opportunity to petition their committing court for release every 12 months. If the court determines an individual has reached a point in their treatment in which they are no longer more likely than not to reoffend, the court orders either community living on supervised release or discharge with no supervision from the Sand Ridge Secure Treatment Center.

Why am I getting phone calls from JusticePoint reminding me of
my court dates?
The Court Commissioner or Judge ordered JusticePoint to provide you with court reminders. As of January 2, 2020, each person ordered to receive court reminders will receive both a live phone call and an automated court reminder prior to each court appearance.
Am I required to appear for my scheduled court date?
YES, you are required to appear for ALL scheduled court dates. Non- appearance could result in a number of negative consequences, including a warrant for your arrest and losing posted bail money.
Can I ask the Clerk of Courts office or JusticePoint staff to change my court date?
No. Staff from either office cannot change your court date. If you cannot make your scheduled court date, consult with your attorney immediately.
What is a Deferred Prosecution Agreement (DPA)?
Deferred Prosecution Agreements provide an alternative to traditional case processing whereby a defendant who admits to wrongdoing enters into a DPA which lays out a series of required steps a person must complete over a set period of time while remaining crime free. Successful completion of the DPA results in the filed charges being either dismissed or reduced – allowing for the individual to face penalties less severe than those that traditional case processing would bring, while allowing for restitution or other forms of restorative justice to attempt to make the community and/ or victim whole.

If you have a lawyer, call your lawyer to learn more about your options.
If you have a felony case, you should turn yourself in at the Sheriff’s Department, Room # G-1 of the Criminal Justice Facility, 949 North 9th Street.
If you have a misdemeanor case, you should report to the customer service window outside Room #117 of the Safety Building (821 West State Street) to check the status of your case. If a warrant has been issued, inform the staff that you would like to clear the warrant.
You will be sent to appear before the court commissioner. Note that misdemeanor bench warrant walk-ins are processed by the court Monday-Friday in the AFTERNOONS ONLY and are handled on a first- come/first-served basis after the scheduled court calendar.
If you have a traffic case, the court may have issued a default judgment and sent you a copy. You are responsible for paying the fine within 60 days or your license will be suspended. Payments may be mailed to the Clerk of Circuit Court Cashier, Room #117 Safety Building, 821 West State Street, Milwaukee, WI 53233.
